I’ve actually only noticed them in Nagrand (which is the last levelling zone) but I could be wrong. Will see if I can find out either way for you. No promises.

I would imagine it’s the same since they are a branch of the Cartel. I do seem to recall getting rep for each of the goblin towns for one goblin quest but I can’t remember which one it was.

there are various levels to them but I actually found one of the rares in SMV more annoying until I found a way to access the spot from above.
